The former Illinois Republican Congressman's 1980 independent run for president was punctuated -- and punctured -- by a proposal to add a 50-cents-a-gallon tax on gasoline with the proceeds used largely to improve public transit in the U.S. With gas around 80 cents a gallon at the time, the plan was ambitious to say the least.
